Chandler Vintage Steel Paper Cutter 6" by 7"

Description

I was told some time ago that the paper cutter was used for photographs.  I do not know if this information is accurate.
The body is black steel and the ruler is red.
It is certainly an item that can be used and enjoyed as the condition is good.  For the age, the paper cutter is in amazing shape.
